Rural Housing

First time in India a mass housing programme was implemented by “KADAMBA”, an NGO in Uttara Kannada District, Karnataka. The Government of Karnataka had taken initiatives for this rural housing scheme in 2001-2002 under “The Rajiv Gandhi Rural Housing Corporation Limited” in association with the Syndicate Bank. The RGRHCL provided subsidy component and Syndicate bank was associated through loan for individuals. The programme involved Gram Panchayats and Taluk Panchayats for its transparent implementation in Uttara Kannada district.

Highlights

The National Housing Bank noticed the project and appraised as it was “The model for all housing schemes implemented in India”.

  • 100% beneficiaries of the scheme were BPL women.
  • Beneficiaries were identified by the local Village Panchayat with the assistance of Kadamba village communities.
  • Houses were constructed by the beneficiaries themselves.
  • Almost all of the beneficiaries paid their all installments well before the recovery period of 12 years.

Kadamba Foundation through its wide network of volunteers from village committees conducted extensive awareness programs in remote rural pockets and identified the beneficiaries. Accordingly Kadamba focused on income generation schemes among these beneficiaries so as to assist them repaying the loan. This proved to be the key to the success of the project. Kadamba Foundation worked in a war footing to achieve the goal.
